New Albany residents could get an outdoor ice rink at the Charleen and Charles Hinson Amphitheater and citywide curbside food waste collection if City Council approves four resolutions at its Aug. 18 meeting.
The council will consider Resolution R-34-2026, which would authorize City Manager Joseph Stefanov to sign an agreement with Strongsville-based OutdoorIceRinks.com to construct and operate an ice rink at the amphitheater, located at 170 E. Dublin-Granville Road. The venue already hosts the city's free summer concert series, which drew more than 4,000 attendees in 2025.
OutdoorIceRinks.com offers public-private partnerships in which the company provides equipment, builds and operates the rink, then disassembles it at season's end, according to the company's website. Standard rental sizes fit up to 100 skaters at a time.
Contract details have not been released.
Three additional resolutions address trash and recycling services for every household in the city. R-35-2026 would authorize a new agreement for collection, transportation and disposal of residential solid waste, recyclable materials and yard waste. R-36-2026 covers a separate agreement for processing recyclable materials. The council agenda does not name the vendors or contract values for either resolution.
The fourth item, R-37-2026, would bring curbside food waste collection to all New Albany households. The program grew out of a pilot launched in the Windsor neighborhood in September 2025 through a partnership with the Compost Exchange, a Columbus-based hauler. Sustainability coordinator David Celebrezze told CityScene Columbus in June that the pilot collected 7,672 pounds of food waste and avoided 14,125 pounds of carbon dioxide emissions between September 2025 and May 2026, with 48 of 275 eligible households participating.
"I think most people want to do the right thing, but you need to make it easy for them," Celebrezze said in the June 29 CityScene article. "I think what this has shown is that if you make it easy, people will do it because they want to do it."
If approved, New Albany would become the third Franklin County municipality to offer curbside food waste pickup, joining Upper Arlington and Bexley. The citywide program would operate in partnership with the Solid Waste Authority of Central Ohio.
All four items are resolutions, meaning they take effect upon passage without requiring multiple readings. The meeting begins at 6:30 p.m. Aug. 18 at Village Hall, 99 W. Main St., and will also be livestreamed.
